Nepal Communist Party (Mashal)

We have pleasure to announce it that the Seventh Congress of the Nepal Communist Party (Mashal) was held underground from 10th to 14th March, 2007 at a remote village of Nepal. The Congress started as the Special Congress of the NCP (Unitycenter-Mashal), but ended as the Seventh Congress of the NCP (Mashal). After the Special Congress took a historical decision to re-name the Party as NCP (Mashal), the Congress was turned into the Seventh Congress of NCP (Mashal) resuming and continuing the history of the former NCP (Mashal).

The NCP (Unitycenter-Mashal) had came into existence after  the  former Mashal and Unitycenter(UC) half a decade ago had decided to merge into one. But the Special Congress unanimously reached the conclusion that the unification of the Mashal with former UCS was a misjudgment on the Part of Mashal. In fact the unification with the former UC had caused great damage both politically and organizationally to the Party by minimizing the political role of the party and organization setup as a whole. The Special Congress, taking a bold decision to resume the NCP (Mashal), has corrected the mistake done half a decade before.

The Special Congress was inaugurated by Comrade. M.B. Singh, the Convener of the Special Congress Convening Committee (SCCC) in the opening session presided over by Comrade Chitra Bahadur K.C., Spokesperson of the Party. Comrade K.N. Ramchandran, the representative of CPI (ML), who had come to participate in the Congress, was among the first to convey his best wishes for the success of the Congress. Comrade Klause of the MLPD, Germany also had informed that he would come to participate in the Special Congress. But due to some technical reason he could not reach in time to participate in the the Congress. However, the MLPD had sent its greetings and best wishes to the Congress. Besides about a dozen of representatives of legal front of the Party and many other mass and class organizations of Nepal, Nepali representatives from various organizations in India, Malaysia, Saudi Arab, Dubai and Quatar also extended their best wishes for the success of the Congress.

            After the inaugural ceremony, the closed session started in which he SCCC altogether presented eight resolutions for the discussion in the Congress: 1. The Political Report, 2. Political Resolution, 3. The Analysis of the Political Forces of the Country, 4. The Minimum Programme, meaning the New Democratic Programme, 5. The Resolution on the International Situation. 6. The Immediate Concrete Programme.  7. The Organizational Resolution and 8. The Party Constitution.

            Then the house was divided into groups to discuss on the documents. After thorough discussion on the documents, the leaders of various groups presented their suggestions in the house. The SCCC thoroughly discussed over those suggestions and accepted to include many of those (suggestion by the groups) in the concerned documents. It clarified its position on which it could not agree. Then all of the documents were approved by the house  unanimously. After the selfcriticism and criticism of the leadership and members of the SCCC and clarification on those by the comrades concerned, the members of Central Committee (CC) and National Council (NC) were elected unanimously. The first sitting of the CC elected Comrade. M.B. Singh and Comrade. Chitra Bahadur K.C. as General Secretary and Spokesperson respectively.

            The documents adopted by the Congress have made clear that the basic problems of the people would not be solved untill a fundamental change takes place in the existing semi-feudal and semi-colonial condition of the country ,which is possible only after the goal of New Democratic Revolution is fulfilled in the country. Such a revolution is possible only under the leadership of the proletariat, through long-term people's war and united front of all revolutionary classes and forces. However, the objective and subjective condition to start such an armed struggle are not ripe enough in the country. So the peaceful mass struggle would be the main form of the struggle for the time being.

            The Congress has decided to launch various countrywide programmes to mobilize people on the major questions related to the election of constituent assembly (CA), abolition of the monarchy, nationality, danger of neo-despotic system and voting right to the Nepali citizens living abroad. The Congress has decided that the principal contradiction at present is between the people, on the one side, and both the monarchy and Indian expansionism, on the other side. However, considering upon the distinct condition of the country, main emphasis should be given on the struggle against the monarchy at present. The achievements of April Movement 2007 are of historical importance. But it would be a mistake to underestimate the danger posed by the monarchy. Many of the participants of the SP have adopted pro-King attitude in the past and Maoists also have the record of having unity-in-action in disguised way with the monarchy. These weaknesses on the part of SP and Maoists may help the King in one or another way to regain the position lost as a result of the April movement. Therefore, our Party has decided that even to-day main emphasis should be given on the struggle against the monarchy.

            American imperialism in general an Indian expansionism in particular are posing much danger to the sovereignty and nationality of Nepal. Considering upon the geo-political position of Nepal, Indian expansionism is the main danger to the nationality of the country. Neglecting this objective reality, the compromising policies of many of the participants of the SP and Maoists towards imperialist and expansionist forces have worsen the situation more. All of these forces are responsible for inviting the UNO and imperialists forces in the country in the name of management of arms and election of CA. Our party has the firm opinion that as SP and Maoist are friendly forces and are joining in the government together, the camp and should solve the problems concerning restoration peace and election of CA themselves by mutual understanding and foreign interference is unnecessary burden to the country and the it will cause great damage to the national interests. In such a background, it becomes the duty of the all leftist and patriotic forces of the country to stand firmly against the imperialist and expansionist forces and to criticise and expose the compromising policies of SP and Maoist also in this regard.

            The Congress has also alerted people against the growing neo-despotic tendency of SP and Maoist, and the possibility of the character of the government taking despotic character. Such a tendency of them also would make the character of the government to be more despotic one. There is every chance of such a character of the government reducing the possibility of the conduction of the election of the CA in a free and fair way.

            The UML had taken rightist path more than one decade ago and now the Maoist are moving fast towards the same way. From what the leaders of Maoists have said publicly, it is evident that they have already deviated from the ideological stand of Maoism itself and New Democracy too. Therefore, they have already lost the right to claim themselves as Maoists and in coming days it would be more and more obvious through their own practice. In such a background, it becomes utmost duty of the all true Marxist-Leninists of the country to work hard to defend revolutionary communist ideology or movement and we are determined for that.

            The SP government and Maoists have agreed to hold the election of CA in June, 2007. But from the way they are working there is doubt if the election of that, CA, would take place in June. If the election of the CA is delayed, it is certain to provide the king to strengthen and regain the position lost by April Movement. So the Party has taken a decision to mobilize people to compel the government to hold the election in fixed date. In the same time to turn the CA to we representative of the people in true sense we press on a that it should have appropriate representation of workers, peasants, women, tribal people, schedule caste, handicapped, and Nepali living abroad in the CA.

            The existing state is made to serve the vested interests of reactionary classes. So, all possible measures should be taken for the reorganization of the state. But the reorganization of the state in true sense is not possible until a fundamental change takes place in the state and existing political system as a whole. However, inclusion of various exploited classes or sections of people into the power structure would give the state a progressive character although in a limited sense. So, reserving our right to struggle to destroy the existing political system and state as a whole, we support the moves or measures to reorganize the state in limited way too.

            The Party has taken seriously the problems of suppression and discrimination against indigenous and tribal people, schedule caste, Madheshi (people living in Southern plain area of the country), women or backward areas. The Madheshi and tribal people are organizing movements in various parts of the country to press for their demands. Basically their movements are the outburst of centuries-long repression upon them, and so, we support all just demands of them. But due to the penetration of royalists, foreign reactionary elements, influence of wrong policies of Maoists and Shadvawana (an organization closely related with the Indian expansionism) many undesirable tendencies such as separatist, racist and communalist ones  have manifested in the movement of Madheshi and tribal people, and we oppose all such wrong developments. The Maoists have taken the stand that the Leninist principle of the right of self-determination of nations with the right of separation can be and should be applied in Nepal. Our party is firmly against applying such a policy in a semi-colonial, semi-feudal and small country as Nepal. They claim that Nepal is a multy-national country and, so, every nation has the right to make there own national state with the right of separation. But what the claim as nations are only tribes or ethnic groups. Therefore, the conception of right of self-determination with right of separation, national states in the context of Nepal or wrong and mischievous. Such a policy of the Maoists is against both the Leninist principle of right of self-determination and the condition of the country. As a result of that, it is certain to lead country to racism and disintegration, endangering the nationality, sovereignty, and integrity of the country.

            The Party is also against introducing federal system in a small and undeveloped country like Nepal. The existing unitary system based upon feudalist and beaurocratic centralization is of reactionary character, and that should be replaced by a unitary system based upon democratic decentralization and local self-rule. Indian expansionism has been working for more than half-a-century to control over Nepal by various open or disguised ways. In such a historical background of Nepal to think of introducing federal system will weaken Nepal politically and in the long run it will serve the interest of Indian strategy of bringing Nepal into its control.

            The party has taken decisions to work for broad unity with all political forces to ensure the election of the CA and to establish republic on the basis of mutual understanding, equality and common code of conduct.

            The Congress and the meeting of Central Committee and National Council have taken many decisions regarding the expansion and consolidation of the Party organization. We are confident that these decisions would enable the Party to play a political role in the country in an effective way or to improve or consolidate the party unity, discipline, style of work on the basis of correct political line and Leninist organizational principles. We are also determined to restore the Sprit of Mashal lost during the years of unification with former UC, and we are sure such a speed Spirit will contribute much to uplift our Party and movement to a qualitative new and higher level.

            The Resolution on the International Situation has discussed in details on the present world situation, problems created by globalization, worldwide united movement against imperialism, condition of socialist, national liberation and new democratic movement and problems related to the task of strengthening the unity of all revolutionary, progressive patriotic and democratic people of the world. The Congress has also decided to support the great national liberation movement of Iraq and Afghanistan and has condemned the capital punishment Saddam Hussein. Likewise, the documents adopted in the Congress have given much emphasis on the unity of the all true Marxist-Leninist parties and organization of the world on the basis of Marxism-Leninism-Mao Tse-Tung thought. But such  unity would not be possible without uncompromising and firm struggle against all types of opportunismrightist, ultra" leftist" or "centrist".

            The Congress wrapped up with slogans such as Long Live Marxism-Leninism-Mao Tse-Tung thought ! Long live world Socialist Revolution ! Long live New Democratic Revolution ! Long live NCP (Mashal) ! Long live Seventh Congress of NCP (Mashal) ! Down with World Imperialism! Down with Monarchy in Nepal! Workers of the World Unite!
